In 2002, the District agreed to sponsor a Section 1135 U.S. Army Corps of Engineers Pelekane Bay Ecosystem Restoration Project. Under Section 1135 of the Federal Water Resources Development Act of 1986, the Corps has funding to restore ecosystems damaged by past Corps projects, in this case impacts to Pelekane Bay from the construction of Kawaihae Deep Draft Harbor. The Corps began a feasibility study in 2003, assessing the feasibility of restoration features, including sediment retention facilities, erosion control measures, and a circulation channel connecting Kawaihae Harbor to Pelekane Bay. Currently, contractors to the Corps are undertaking a study to estimate sediment yield into Pelekane Bay as a result of rainfall-runoff from contributing drainage areas.
